Smaller counties won't have significant resources available due to the smaller population. Southern California counties with significant numbers of property are Los Angeles, Orange, San Diego, Riverside, San Bernardino and possibly Ventura. Northern California counties with higher numbers of foreclosures will be Alameda, Contra Costa and Sacramento.
