Your existing lender isn't allowed to try to collect the debt while you are under the protection of the bankruptcy court. Getting a new loan is also pretty much out of the question while you are still in BK.
If you complete the Chapter 13 repayment program, your home loan should then be current which would allow you to obtain new financing(subject to lender approval of your loan application). Any new financing will be significantly more expensive, both in fees and interest rate, than "A" credit loans.
