Texas does allow for deficiency judgments. You will need toseek the advise of someone who is more familiar with the foreclosure processes in Texas as to the when and why a deficiency may be allowed. If I were you I would try to either sell, or rent the property. If there is $40K therethen it seems like the logical thing to do.
