"Basic " PA Foreclosure Question?

I'm doing a little research for a friend who does not have internet access (one of the 13 people that does'nt I guess....kidding . He's a good guy).
This is in PA. The property is going to sheriff sale (Initiated by the 1st mortgage holder). Other than a few "small dollar" liens that we have researched, it looks pretty "clean". I know sometimes a lien is not filed properly for one reason or another so his questions is:
If the bid amount is enough to satisfy the mortgage holder and some of the liens, we've heard in PA that the remaining liens are "cleared" is this correct or does the buyer of the property have to pay these off as well? In this case they are not that much $$$ and are "smaller" contractor liens, etc. (no second mortgage or equity etc.)
Any help would be appreciated.Brian
