foreclosure on an FHA loan

My brother had an FHA home loan. He recently went though a foreclosure. The mortgage company got payed because of the loan being insured. The condo was auctioned but, got less than what was owed. What happens now? Will FHA come after him for the rest. He can not afford to pay it.
