Sheriff Sale

I was wondering how you would find out about the shariff sales that are going on in your area? Is there a listing of properties that are selling each week or month? Is the sale monthly or weekly? How does the bidding work? I know that you have to be able to show that you have 10% of the moragae to qualify to bid but does this mean that the bidding starts at the morgage price?
