I'm amazed that a Consumer Protection agency would tell you it's OK to change locks to force an occupant to vacate premises!!

Try that here in CA and the Consumer Protection agency would be leading a march against the new owner, threatening to sue her for all she owns if she did such an act while the property was occupied.
