I think that your Mom, as foreclosing mortgagee, won't
be entitled to sell the property unless/until she owns the property. Right now, until the foreclosure is complete, and title legally conveyed to either your Mom, &/or the successful bidder at a public sale...
she doesn't have anything to sell... unless she wanted to sell the mortgage to the interested party... who could then complete the foreclosure and possibly acquire title...
