Foreclosure Owner wants a 2nd

I have a guy going to sale on Friday who wants to put a second on his house. He owes $304K and it's worth $400 fixed up. He is in arrears about 20K wants $30 to finish the work and put it on the market.
Can this be done by Friday? He's delusional and he does not want to sell!
