You do have a better chance with applications to BPO companies. More of those are actually accepting applications. But if you think that doing price opinions will lead to REO listings, be aware. A number of the companies out there are for BPOs and only BPOs. They have nothing to do with the REO departments. They are what the trade calls, "BPO mills".

Nothing wrong with that. But just know that many of these will not lead to REO listings.

However, doing a good job on BPOs may get you noticed. That has led to an account or two for me in the old days when I was doing 8-10 BPOs a week.
