Dana, understand your concerns. First of all the 1099 should be a non-issue with the tax relief act. As to deficiency judgements in AZ, most of the charts refer to it as "not practical". This tends to mean unlikely due to statutes but not necessarily impossible.

I think that bankruptcy will not do what you think it will. I would be consulting with an attorney who specializes in foreclosures. Not a bankruptcy attorney (yeah, wonder what he/she would recommend).

Advise is available through many non-profits and goverment organizations. Look for local resources to answer these questions. Unbias answers.

And I would still be pursuing the short sale.
