foreclosures and short sales

Can a bid on a short sale home stop or prolong the foreclosure procedures? I placed a solid bid on a short sale. The owner is trying to get an investor to buy the home and sell it back to him so he will not sign off on the house. He hasn't made a payment on the home in two years. The house was scheduled to go to foreclosure tomorrow. Today he says he has an investors offer. Will this stop the foreclosure process? Can he just ignore my bid?
