Working with Distressed Homeowners

I have sold real estate in Washington State for five-years; I am also a licensed attorney but prefer real estate sales. Can someone tell me the best people to contact regarding working with pre-foreclosures/reo's (i.e., banks?, mortgage companies?) Also, there are so many predatory "players" out there that it is very difficult to interface with the individual facing foreclosure. I have sent letters of "introduction" to people that I found on the tax assessor's website, and some of these I have also spoken with, and they informed me that they have received at least 150 other letters that, to me, are making unrealistic promises or are legitimate competition. It is difficult to deal with such numbers. I wouldn't blame someone for not sharing, but does anyone have a better way to approach the distressed homeowner? I have tried to advertise in a small paper, but it hasn't worked-out too well. I have also tried knocking on the dooor, but they are seldom home or seldom answer the door, and I have a slight fear of bullets. Thank You.
