What to do in Ohio?

My boyfriend, who is now living with me (dew to health reasons) has a mobile home. His son who was living there trashed the place. holes is walls front door ruined. He ran up electric bill to the point his father couldn't pay so it was shut off. So the place has set empty almost a year. With a cold Ohio winter. the pipes froze and one of the commodes did exploded causing much wter damage to the interior. we think water was spraying for about 2 weeks weeks. His pay off is around $44,000 he is thinking foreclosure will be the best thing. Although we know nothing else to do any advice?
