after foreclosure

My house was foreclosed on in May 2005. I had a buyer prior to foreclosure and the bank wouldn't accept it and said the VA had to approve it but the VA said they had nothing to do with the property anymore. In May 2006 the house was sold for more than what I owed on it. Wasn't the bank suppose to give me the difference between what I owed on the note and what the house sold for?
