pre - foreclosure CALIFORNIA

I am looking to purchase a house that is in pre foreclosure. I know there are many properties in my area that are being foreclosed on.

My question is , if it is reasonable to believe that I can achieve this in about 60 days? Also when buying a pre-foreclosed house, what fees should i expect to pay. And is it possible to have the loan cover these fees?
One last question, can anyone assist me in drafting a letter to write to the owners of the pre-foreclosure properties
