There are all kinds of training sites available that will take you step by step through this process or at least claim to. Most are garbage (IMHO) One that I have personally used (and am not getting anything for saying this) is located at this website below. They are based in California so they are especially versed in your unique rules and regs. Also they have a ton of information that is available for free. All you have to do is sign up for a password.
