Based on what you've described, you might want to simply petition the lender for a workout which should allow you to move the loan towards reinstatement over time rather than coming up with the lump sum, RF.
I am not certain what you mean by "a personal representative". Does that mean you are self elected or do you hold power of attorney?
It the latter, your negotiations should not be stalled.
If the former, you might find yourself forced to represent yourself as your mom (an ethical consider) and move forward on that premise.
