Chapman University has a press release of their December, 2007 economic forecast at www1.chapman.edu/argyros/acer/Dec2007_ForecastPressRelease.pdf
While I take most forecasts with a grain of salt, Chapman has been fairly accurate through the years.
The problem with statements discussing 40-50% decreases in the price of real estate, even if it's qualified by "some parts of the country", is that real estate markets are very local and have widely different price structures.
Is it likely that markets with $20,000 homes and virtually no appreciation during the last 5 years will see 40-50% price drops? NO. Is it possible that high priced coastal areas with huge recent appreciation have seen and will continue to see drops? YES.
Discussion of specific markets and the underlying factors behind either appreciation or depreciation is certainly appropriate as long as it's specific to a given region or market.
However, if your intent is to use hype, or hysteria to promote your own interests, then it's not really discussion of real estate and foreclosure.
