Yes, it is very well possible that even if they are allowed to come after you, they won't. It really does come down to economics.

Is it worth it to pursue someone or is it just throwing good money after bad?

Curious to how much is owed on the second. I presume house will go through foreclosure and only the first will be paid off?

Have you looked into doing a short sale?

Perhaps you could clarify the situation a bit more.
