code enforcement liens

Im looking at a property going to foreclosure this week. its worth retail about 220K. has a 91K judgement. but most importantly has code enforcement violations from 11/06 at $250/day. the county is not named as a defendant in the foreclosure. so, do counties negotiate these fines? i mean we are talking over 100K in code inforcement fines!
