i find under wikipedia this:
"weed liens" and "demolition liens", assessed by the government to rectify a property from being a nuisance and public hazard;
however i still cannot come to a conclusion. the only lender: 1st mortgage filed a lis pendens and thereafter a final summary judgment of mortgage foreclosure. then sometime after lp and fsj the county filed "order imposing administrative fine/lien".
i understand that the highest bidder at foreclosure of this property will not be subject to the county fines since the county filed this order after lis pendens and final summary judgment of mortgage foreclosure. however, out of the remaining monies after the lender is paid, will the county have rights to those monies or because of the foreclosure will all of the remaining monies go to the defendant?
