Making an offer on a foreclosure

Is there a way to wholesale a foreclosure. I am having trouble finding private funds on a great property in Birmingham, Al. I am offering 50% of ARV and was planning on putting 18,000 into the property. If anyone has any advice I can be contacted @ kkahrig@charter.net
