In most areas of the country, no. They can ask but it is not anything "offical". Normally they would need to get an eviction order and that takes time (depends on your statutes as to how much)and costs money.

One thing you might suggest is that the friend contact the new owner and ask if they would be willing to help with moving expenses if she is out and leaves a clean house in a certain agreed upon timeframe.

This is what is known as "cash for keys". The banks do it all the time as an alternative to eviction. She needs to be diplomatic with the new owner but might be able to reach some kind of agreement. In meantime may also want to check on eviction rules in your area. Call the County Sheriff as they usually do the evictions. At least around here.
