Can a 2nd Go After You After Foreclosure

I am wondering if the 2nd can still go after you for the balance and interest when the home has already been foreclosed on. This is a friends home and he has heard that it can be considered unsecured debt and therefore they can still go after him. I have heard that the 2nd is out on their money because the home was foreclosed on. Does anyone know the truth? This is a home is Riverside County in California. The home was foreclosed on last May. Any help would be appreciated.
