You're absolutely correct! It will only help a limited amount of people and only if the lender agrees.

The real question is what happens when people realize their neighbor has refi'ed for $85% of value and they played by the rules? Will they stop paying their mortgage demanding the same conditions? What have they got to lose? A credit score? Big deal if you aren't in the market for new credit.
