Actually there may be dozens of reasons but none of us will be privy to them. So, you need to be patient and make sure your line of communication is open with that agent. That is your surest link to this property.
Just so you know, in my area it is normal for it to take 30-60 days after the foreclosure is complete (we have a redemption period here) for the property to actually go on the market. But I have had some go on in a few days and some months and months later. And as the listing agent I usually will not know all that much more than anyone else.
When it goes on, it goes on. But if you have been in regular contact, you should be first in line.
