Right of Redemption

Can someone explain this clause to me? The state in which I live offers this. I know that i can go back within one year and get the property back from the new owner (if it sells at auction) but I am not sure what i have to pay. Do I just have to pay the new owner what he paid at auction plus the costs of any improvements? Thanks.
