As already posted...without the seller's active participation..you got no chance of getting the short sale done.
Perhaps the seller realizes they will get at 1099 for the mortgage relief and have to pay taxes on it.
Why not ask the bank to take a Deed-in-lieu from the owner and then sell you the property at the short sale price.
As I remember WA has a 30 day Notice of Default and then 121 days of Notice of Sale and then 30 days later the sale can be held...so you are in for a long wait.
I'd opt fot the deed-in-lieu and see what happens.
