Not an attorney but in a typical situation that I have seen unless the Home Owners Association files the foreclosure first they are considered a secondary lien behind the first mortgage. Simply put, their claim will be normally wiped out by the foreclosure.
Now will they have a right to come after you? Good question. I haven't seen it here. But I would talk to a real estate attorney knowledgeable about the California foreclosure process if I were you.
I do know that an association can foreclosed for back dues and assessments owed. But if you are already being foreclosed upon by your lender they can't file.
