yes, they can. If the amount you owed was more than the amount than the 2nd received (surplus) from the foreclosure action, you owe the 2nd that amount.
If you do not pay the 2nd, they can file a civil suit, obtain a judgment, garnish wages or attach any assets you currently have or will have in the future.
Best thing to do is to contact the 2nd and work out a payment plan.
