Judicial Foreclosure vs Trustee Sale

I have read and heard that in CA Trustee Sales are the predominant foreclosure process that the banks are pursuing. Is that because there is a predominanace of defaulting, purchase money loans out there or is it because the lenders just want out and forego the Judicial F. process? What about the second lien holders that have their interest extinguished? Are they following up with their right and ability to sue for personal liability?
