Buying a pre-foreclosure home in CA

I am in the Monterey area and am aware of a house we like that is in foreclosure. It has been on the market for some time and is now being offerred as a lease. There is a real estate agent involved but for the lease part and is real wishy washy about what is going on but I have found out that the bank owns it now. Who do I approach to buy?
