% of Lenders that will do remodification??

Can i get an idea of how likely it is that my lender WILL do a reduction of interest rate or modification? When we asked after only being behind 30 days they said no, only a repayment plan. now we are almost 90 days and want to approach them again. its a small lender "Popular Mortgage".
