Those insolvent owner occupants who were selling short
really didn't have tax consequences, anyway.
The passage of The Act doesn't imply there will be a free ride for those who are solvent and sell short. The lenders can simply demand cash at closing, or, for the borrower to remain liable for the debt post closing.
