Based on research papers, the overwhelming majority of Chapter 13 filers
do not complete their payment plans and are not discharged (see The
Realities of U.S. Personal Bankruptcy under Chapter 13, Hülya Eraslan Wenli
Li and Pierre-Daniel Sarte, February 14, 2007 and Chapter 13 Bankruptcy:
