The parcel which contins the common address(eg. 123 Main St.) is generally the parcel which has the improvements(the house) made to it, and yes, regardless of when the improvements were made(whether it was in 2006 or 1896) will appear on title as long as the improvements were permitted.
Re post sale liens, sorry, my bad...
I was aiming at buying before the sale when I recommended this.
The presence of any IRS or property tax liens will not cloud title at the Sheriff's Sale since they must be released in order for the bank to be able to convey clear title. If IRS or property tax liens have been recorded, they will show up on the title report.
