Unfortunately I'm in no position to give you an idea of discount since it depends on many factors. One successful negotiation on my part doesn't put me in a position to generalize my success. In my case I reduced a lien from $5000 or so to $100 or so. It was about 3-4 years ago and don't remember the specifics.
I suggest you negotiate with the county a discounted payoff before purchasing the property. I also suggest you time the purchase of the property; residential real estate values keep dropping in most of the country. You don't want to purchase a property today that tomorrow will be worth less than what you owe on it or what you paid for it. Read my articles on real estate investing.
