I recommend you read South Carolina Code of Laws, Title 27, CHAPTER 40 - RESIDENTIAL LANDLORD AND TENANT ACT.
If there is no law specifically addressing the issue you mention, then the only recourse in my view by the tenant is to file a lawsuit against the landlord for breach of contract, and if the landlord doesn't settle the suit by giving some money to the tenant, then the tenant could get a judgment against the landlord and try to collect it.
If there is any law on the subject, it will be there.
