In most states to my knowledge, retirement benefits/SSA cannot be garnished. Consult your state laws on this.
Per your post, you will just file for chapter 13 bankruptcy to take advantage of the automatic stay and delay the foreclosure sale of your home. You don't really need a justification such credit card debt for this. All you do pro-se or with an attorney is to complete the forms, add the mortgage lender as a creditor and file the petition.
