I don't think you will find statutes that specific. However, if the property has a redemption period technically the owner still owes these fees. The lender does not get the condo until the redemption is over. Only then do they get title and take over the responsibility.
Or so I have been informed by our lender attorneys.
Now that doesn't mean a few associations haven't tried to bill the banks for this timeframe as well...
