contract on Iowa home that is now preforeclosure

We made and offer on a home in Iowa only to find out that the primary bank had sold the loan the same day of the offer to another bank, WAMU, who then sent out foreclosure notices to the owner. The offer is a very fair offer for the property - in fact one website lists the home value at $20 K less than our offer. The owner has been trying to get WAMU to accept our offer. We do not know if he is trying to get them to release all the debt he owes or a portion of it. We are now 30 days past our original closing date. The owner just keeps telling us that WAMU will not give him a payoff even though he is trying and trying. Unfortunately, we need to figure out what is going on as we are relocating from one state to another and are running out of time. Is there anyway for us to find out from WAMU why they are delaying giving a payoff? Thanks!
