REO Question

Okay, I finally found out who is the listing agent for this REO I am interested in. My question though, is there a particular reason why the bank waits 6 months to a year to list one house over another? They foreclosed less than 30 days ago and the REO agent stated they should have the numbers for the house by the end of the week. Any suggestions?
