Yes, happens all the time. Just remember that negotiating with the lender always goes better if you can justify the offer. That gives them something to take back to their shareholders if questioned.
Your agent should be able to assist you with negotiations. I would recommend using a Buyer Agent that will strictly help you, and not the other side.
